It's quite clear to me, at least, that entitled Kevin in this story simply had it out for scooters. Even though he had no evidence that the author violated any parking rules, he still went out of his way to write the most passive-aggressive note. Even the author admitted that the note was so petty, he almost gained respect for the guy. Still, that didn't stop the scooter driver from ensuring that his entitled neighbor would have his parking privileges impacted as well.
